Specialized Crimes Against Humanity Unit to Review Complaint Following Appeals Court Ruling
Paris, France May 28, 2026 (EMWNews.com) – A French investigative magistrate has initiated a formal judicial investigation regarding the 2018 death of Saudi journalist Jamal Khashoggi. The proceedings follow a decision by a Paris appeals court allowing a complaint filed by international rights organizations to proceed.
The investigation will be handled by France’s specialized unit for crimes against humanity. It follows years of legal deliberations regarding jurisdiction and admissibility within the French court system.
Mr. Khashoggi, a prominent Saudi journalist and columnist for The Washington Post, died inside the Saudi consulate in Istanbul, Turkey, in October 2018.
The formal complaint was initiated and supported by a coalition of non-governmental organizations, including Democracy for the Arab World Now (DAWN), Trial International, and Reporters Without Borders (RSF). The organizations argued that the allegations–which encompass torture and enforced disappearance–fall under international legal principles that warrant examination by French judicial authorities.
With the appeals court ruling, French judicial authorities have confirmed that the case has advanced from the preliminary assessment phase into a formal investigation. The proceedings will focus on examining the evidence and establishing accountability under the framework of international law
