Arka Pay was founded by Lindor Mehmetaj, whose international background across law, financial markets and the payments industry helped shape the platform’s vision. Raised and educated in London and now based in Dubai, Mehmetaj studied law in the United Kingdom before gaining early exposure to financial markets through work alongside investment banks and commercial law firms involved in corporate and M&A transactions. He later worked within the payments industry, developing experience in payment infrastructure and digital transaction systems.

Alongside his work in fintech, Mehmetaj has also been active in the international fine art market, advising collectors and working with contemporary artworks connected to globally recognised artists including Banksy.

Drawing on experience across financial markets, payments infrastructure and international business, Mehmetaj founded Arka Pay to help businesses in Kosovo access modern payment technologies widely used in developed financial markets.
