Vietnam Education Ministry and ETS to Collaborate on Education
Creator of the TOEFL® and TOEIC® Tests Expanding Services in Vietnam
PRINCETON, NJ–(EMWNews – July 27, 2008) – The Vietnam Ministry of Education and
Training (MOET) and Educational Testing Service (ETS) signed a memorandum
of understanding today clearing the way for both parties to collaborate on
English assessments, advanced research and learning benchmarks for students
in that country. The period of the agreement is five years. ETS creates,
administers and scores the TOEFL and TOEIC tests, the two most widely
accepted academic and business English language exams in the world.
The agreement was signed during ceremonies in Washington, DC attended by
Vietnam Prime Minister Nguyen Tan Dung. It covers current assessment and
evaluation methodologies related to large scale assessments at secondary
(K-9), high school (10-12), college, professional schools and university
levels.
ETS experts also will consult with Vietnamese education officials on
training and capacity building for basic and advanced research and
psychometrics including international assessment standards. The
relationship will be coordinated through ETS’s representative in Vietnam,
IIG Vietnam. Together, ETS experts and IIG will advise and provide
consultation to policy-makers and school administrators in setting their
own English proficiency benchmarks for graduating students at colleges,
universities and professional schools and help them set standards for
accrediting graduates.
The collaboration also will work to support the establishment of a
Vietnam-American University in that country through a visiting scholars
program.

The TOEFL test is currently accepted by over 6,000 universities in 110
countries, more than three times the number of any other English
proficiency test. Interest among universities and colleges wishing to join
the family of TOEFL score users is growing as more than 850 institutions
have joined the list of those that recognize and trust TOEFL scores since
2005.
New TOEIC® Speaking and Writing tests have been added to complement the
TOEIC® Listening and Reading tests. Together, they provide a
reliable measurement of all four English-language communication skills for
use in the workplace. More than 8,000 corporations in 90 countries rely on
the TOEIC tests.
